Is College Education not so encouraged in Ireland?

collage was just about to get popular about 10 years ago but then the governement stoped it because some of the rural areas in ireland were becoming un populated. this lead to governement trying to encourage people tostay in the rural areas. however collage kept becoming more popular. now is a different story. we have a recession and the governement has brought back in collage fees. now people arent going to be able to afford it so it's only going to be the rich and the people who get scholarships
